Robot Management - Level = Depends on # robots needed
Maintenance - Level = Station Type #
Information Storage - Level = Type # / 2 rounded up (for main computer only)
	there are several info storage programs for station inhabitants to use
	there is a central level 6 program that contains all info from the
	Frontier Net that is updated once every hour by the station's 
	subspace radio as it sends/receives a mega-burst of info
